The disclosure of AI training data built with government funding will be mandated, and a legal framework will be established to allow searching for data scattered across public and private sectors in one place.

The Ministry of Science and ICT announced that amendments to the AI Basic Law and Data Industry Law aimed at promoting national data linkage and AI training and utilization have passed the Cabinet meeting on October 14.

The amendment to the AI Basic Law obligates the provision of AI training data created through government projects to be linked to the AI Hub. The AI Hub is an open platform for AI training data operated by the Ministry since 2018.

However, cases related to trade secret protection, personal information infringement, copyright infringement, and national security as determined by presidential decree may be excluded. It also stipulates the basis for administrative, financial, and technical support necessary for data linkage and quality management.

The Data Industry Law has been revised to allow the Minister of Science and ICT to request data material information linkage cooperation from public institutions and private corporations for the 'one-window' operation. The one-window is a unified search platform for public and private data that has been in operation since last year. The amendment mandates that public institutions comply with cooperation requests unless there are special reasons.

The amendment will take effect in April next year after announcement, and further refinement of subordinate laws will be pursued.
