The Regulatory Authority has initiated an investigation against Google regarding artificial intelligence summaries and artificial intelligence mode that also operate in Turkey. According to an official announcement, users researching current developments on Google can now obtain information from artificial intelligence summaries without visiting news sites. This situation raises concerns that it may decrease visitor traffic and revenues for news sites, prompting the Regulatory Authority to take action. While an investigation against Google is underway, a temporary measure aimed at protecting the economic rights of news publishers has also been implemented.

The decision does not aim to restrict artificial intelligence services, but rather to protect the digital media ecosystem and ensure that publishers receive fair compensation for their efforts. According to the measure, Google cannot force news sites to participate in the artificial intelligence system. Publishers will be able to freely decide whether their content will be used in artificial intelligence summaries without the risk of losing visibility in search results. Additionally, Google will be required to offer equal, transparent, and non-discriminatory contract terms to media organizations regarding content usage and compensation.

Constructive steps from Google that support both the media sector and user experience are anticipated. How the implementation will be shaped and which commercial method will be selected for compliance with the measure will be entirely up to Google's own decision. As part of the investigation, the Regulatory Authority will closely examine whether Google's "Artificial Intelligence Previews" and "Artificial Intelligence Mode" services negatively impact publishers' visitor traffic by presenting information directly on the search screen and whether discrimination occurs in content licensing.
